my mom Dad is a permanent residence here in canada , but they are in india from last 1.4 years , so my question is that can they come back to canda without any problem ?

If they have been in India for 14 years, it will be difficult for them to return without some level of scrutiny and most likely being found in violation of RO. They should expect to be reported and have the process of revoking their PR status revoked.

they are in india for last 14 months not years , so is it ok ?

Do they have a valid PR card? If they do, just book a flight and show the valid PR card to the airline. As long as they meet RO there should be no problem.

yes they do have valid PR card , What is RO?

RO is residency obligation. They must have stayed in Canada for 730 in the last 5 years (depending on how long they have had their PR).
