Thank you for a quick response. However, considering that nothing will change in 2020, can you please let me know the answers to my question if you know the answer? As per the current system.

1. No, as you need to provide 3 years of tax returns before the date of your application.
2. Yes.

1. I will be filling my third year taxation in Feb 2019. So can I submit application for my parents sponsorship in Jan 2019 when the stream opens?
2. Can my parents be with me here in Canada on Visitor Visa when I submit this application? Or they have to be outside the country when I apply their PR?

If there are no changes:

1. If you meet LICO in 2017, 2018 and 2019, you will qualify to sponsor in 2020. For the rules for those who applied in 2019, see here http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1445&top=14.

2. They can be in Canada. However, as of right now, biometrics must be done outside of Canada and that may still be the case when you apply.
