Parents sponsorship - For PR - 5,000 a year

I understand they have restarted the parent sponsorship for PR program, capped at 5,000 a year.

1. Is this so? So will they allow 5,000 for 2016 applications as well?

2. How do they determine the cap? Is it first come first serve? So those who send the application closest to 2 Jan 2016 stand a better chance of acceptance?

3. Can I apply for a parent if they are living overseas even if they have SuperVisa?

1. Yes, the cap for 2016 will be 5k. I don't think there will be any dramatic happenings with this.

2. I believe the consensus is the cap will fill up on day 1 . So, you have to time the courier you use perfectly. But, I've read on here it's Jan 1st, not 2nd, but I see why you are saying 2nd given the wording on the website, so I'm not sure on that one.

1. The cap will remain at 5000 for 2016.

2. It is first come first serve in completed application. Completed as in has original Option C / NOA for 3 years (2012/2013/2014), original signatures on application, etc, etc. When they reopened PGP in 2014, it took 4 weeks to reach 5000k. This due to a lot of applications being rejected as incomplete (no signatures, photocopy of signature, no NOA/Option C, not meeting LICO requirements). The following year (2015), it was reached on the first day. Again the people who got rejected applications were not making the same mistake again. Sending the application in on Jan 2 will get returned as CIC is not opened on Sat Jan 2 or Sunday Jan 3, 2016. You can mail it on Jan 2nd in the hopes that it arrives on Monday Jan 4th at CIC's door. Jan 4th is the day CIC will accept applications.

3. Yes you can apply while your parents have supervisa. But you must remain in Canada and continue to meet annual LICO requirement during the entire process until your parents land as PR. I noticed you wrote a parent. Are you intending to sponsor the one parent and not both?

You are correct. The applications that was received the 2nd day were accepted however not all of applications that day was accepted. The official notice of reaching cap was a week later if I can recall.

So yes, expect 5000 cap to be reached on the first opening day Jan 4th, 2016.

One further query. How will I know whether my parent's application has been accepted as one of the lucky 5,000? Do they send an AOR (acknowledgement of receipt)? If so, how long after 4 Jan 2015 do they send it?

One for sure way to know is the credit card charge. Once CIC makes makes credit charge, it is considered the application to be one of the 5000K accepted. Otherwise if you submit other form of payment, you won't know until AOR is issued or your application got returned.

Agreed again. You should know three weeks to a couple of months after you application has been received when your credit card is charged.

I wonder if it's possible to just take a vacation to Ottawa near New Year's time, and just simply hand deliver the PR application or drop it off somehow. I do understand that they won't accept applications on Dec 31, and Jan 1 is probably a holiday.

Not possible. No hand deliveries allowed. Courier or mail only.

Also, applications are not sent to Ottawa. They are sent to Mississauga.

I would have thought you, of all people, would know that CIC doesn't accept drop off or hand delivered applications.

Even if you can, you would still miss out from 5,000 cap. You're at the wrong place buddy.

Sorry let me rephrase what I meant to say:
"I wonder if its possible to just go on vacation to Toronto/Missisisauga during early January with a completed PGP application, and submit it on Jan 3 to the post office. They wont ship on that day because its Sunday, but they will ship on Jan 4 in the morning. Surely that's the quickest way to get your application in since applications from other provinces might take an extra day to arrive"

It might sound a bit exteme to do this but its better than waiting another year to submit
