You cannot sponsor your parents until you have become a PR. To qualify, you must also have three years of Canadian tax returns where you met the low income cut off requirements for sponsoring your parents.

The new sponsorship forms haven't been released yet.

These are not yet finalised however, the following may apply when the PGP applications are accepted again:

A. To prove you are eligible to sponsor
1. Last 3 years Option C (you get this after you have paid taxes for three years). This should indicate that you have enough income to support your family (including parents) - you could include your spouse's income in case your income does not meet the requirements.
2. Your PR documents - to prove that you are a PR
3. Your Birth Certificate that contains your parents name as well as yours on it - to prove that you are their child
4. Your Employment Letter
5. Agreement to sponsor your parents.

B. To prove your parent's identity
1. Their Birth Certificates
2. Their Marriage Certificate
3. Your Birth Certificate

Over and above the documents mentioned, you would have to fill in the various forms which will be released when the program re-starts.
