Do we need to maintain the income through out all the years ? What if someone has say 1000-2000 less income than the required one and he got more in next year.

Typically yes - till the process is over, we've seen them ask for updated financial docs from few sponsors and coincidentally from those who were actually short ( still not sure how CIC finds out, but it's possible they have CRA info but not clear )
As for you, they will ask updated option C when you get request for additional docs - this is a new trend we've seen ( going by experience from 2009/2010 apps ) so if you feel you were short - from 2011, 2012, 2013 - you can hope they can bypass that, or to be on the safe side, re-file taxes for that year to see if you can come up with the correct amount
There is a user here who was short but sent explanation to show there was income indeed, but still waiting for approval since 3 months
In my experience, any deviance which doesn't meet their required docs/income will be cause of delay and other issues
