Correct. And to add to this, there is a common misconception about the timelines being shown on the CIC website. Those timelines do not state how long it will take our applications to process. Rather, it shows how long it took CIC to process the applications in the past 12 months. For example, when I had originally applied for my mum's visa on Oct 2008, the timeline was 36 months (for the first stage). Now its well past that. The recent changes in the process (to speed it up) has not been taken into account in the timelines. As such I would not go by the timelines mentioned on the website. But rather rely on the timeline mentioned in the emails that some of us (not me...yet) have received. As per that, it would take about 43 months from the date the application was received (the first application, I hope) to issue the visa.

Just trying to calm some nerves ;)

again 43 months wait........looks like statement was came out on CBC news while ago was very true indicated that "tell your parents to bring the coffin with them when they are coming to Canada..."

HI Rick,

They mentioned in his letter if CIC required local knowledge than that file will transferred to local visa office. therefore your file was transferred to new Delhi, Don't worry.

can't complete 25000 visa in
2012 another reason that they
have all document than there is
no need to process upto 44
months.

44 month is maximum time it takes... Does not mean it will take 44 months for all applicants..

No one can answer that. It should not be that long for sure, if CIC treats parents sponsorship as a priority.

On the CIC website when you check the application proceesing times, it says:

There are two steps in processing family sponsorship applications. In order to know the total approximate time it may take for your application to be processed, ADD the time in step 1 to the time in step 2 (the two steps are consecutive)

As you may see Step 1 takes about 53months to complete and currently they are working on september 2007 applications.
I applied in December 2009 and as far as my knowledge goes all of 2008 applicants have recieved the request for additional documents. So how long will it take me to get the same letter and what is actually meant by step 1 processing time of 53 months?

According to CIC, there are more than 23000 applications still pending in abroad visa offices in the parents/grand-parents category before they requested additional documents from 25000(approx) ( not sure about whether these 25000 are applications or persons included in those application)applicants who had applied until Feb 2009. So the total comes to 48000 and CIC is planning to issue visas for 50000 in this category in 2012-13, hence 50000 quota is not enough to process full 2009 year applications.

Based on my experience, contacting CIC. call centre or checking the processing time is not helpful at all.
1- the information on their site about processing time is not updated. As you noticed they are still showing "processing sep 2007" which we know is incorrect. I applied June 2008 and I already received the letter that my file was transferred to CICI-O

2- over the phone, they refuse to give you any specific processing time and they just repeat the same info on their site. When I recevied request for completing documents, there was a clause in the letter, recommending that my parents start the PCC as it may take time ( in my case 2-3 months) so I called to verify as it did not make sense with 44 month processing at local office. They still repeated it would take 44 months and basically they did not know how to answer my question

3- regarding 2 steps processing, I think it is changed too but I could not find anything on their site or get a good answer from call centre. But based on 2 step process, completed documents about my parents should be sent to local office, however in request to complete documents that I received in Nov, which were all the info I expected to be part of step 2 (about my parents skill, history..), they asked me to send it to CIC-M and at that point I did not get any answer about the result of first step. So I filled the forms as requested but was very confused.

So my point is that I stopped checking CIC site because at this point it is just confusing. I follow this forum and ppl who have same timeline as me. I suggest that you do the same. It is much informative and helpful.

CIC timeline doesn't make any sense now as the whole process of how to proceed with applications is changed and people who applied in Nov 2008 ( submitted additional docs in Dec 2011) got approvals and their cases are sent to CPC-O for further processing and some are already asked to submit Medicals and PCC. So nobody knows what's going on... This forum is the real tool to track the processing...instead of CIC website.
