There are 2 routes you would want to consider to bring your parents to Canada
1. Super visa (10 years non-immigrant visa) - your parents can stay up to 2 years. They will have no access to Canadian health care and you need to buy private medical insurance for them. You need to show that you make income requirements for 5 persons. For example, if you make $100,000 a year, then you'd meet income requirement of $49,000 in 6 months. As soon as you meet income requirement in max. 12 preceding months then you can apply for super visa. Unfortunately, any money transferred from your parents to you from abroad is not considered an income for you.
2. Bringing parents on Immigration to Canada - Currently this route is closed. Hopefully, CIC will start accepting parents application in Nov. 2013 (but no one knows for sure that it will be opened in Nov. 2013). It is expected that this route may open next year. Also, the new rules will apply for parents immigration when this route will open. The rules will be harder. From my understanding of CIC public consultation last year, CIC wants to make it harder to an extend that fewer people will qualify for applying for parents immigration. Also, it is expected that CIC will charge $40,000 per parent (i.e. $80,000 for father and mother) for qualifying for parents immigration. However, we can't say for sure whether CIC will charge money for parents immigration, and if yes what the amount would be. If your parents are rich, then they can immigrate to Canada by giving CIC $80,000. Moreover, it is expected that parents will not be eligible for Canadian pension after 10 years of stay in Canada. The up side will be that parents will get healthcare in Canada. All this stuff is speculation and based on my understanding of CIC public consultation. Only future will tell what the new rules will be.
I guess you mentioned that your parents are working in middle east and are close to retirement. If I were you, I'd ask my parents to get at least a Canadian visitor visa because once they are retired, getting even a 6 month visitor visa will be tough. Once you get a job, you can ask your parents to get a single entry visa for the 1st time and visit Canada once. After they have left Canada and you meet income requirements, they can apply for Super visa or if immigration is opened then apply for immigration.
