I think the issue is that they do this in batches. They basically put everyone in the same bucket regardless of when they applied. (Sept 2007 to Feb 2009.)
I am part of the second batch, that's why I think my medical request came earlier than yours - as second batch deals with less #.
Also, I wonder it could be based on the country where your parents are, looking at Teri's case. I'm from one of the low-application countries, so it could be why.
Anyhow, there's no doubt that you will get Visa request earlier than mine. =)

Thank you, nanapush! My dad's application was transferred to my LVO. And before we received bunch of request (PPR, medicals, additional docs) from my LVO, I felt that we are treated unfairly. Because there are thousands of applicants behind us who got visas and soonest requests from LVO. I just realized, though, that most of them are affected by calamities and others responded to the November 2011 requests earlier than me. And I remember that it was a first come first serve system. When transferred to LVO is also the same. My LVO has started processing my dad's application on August 3 which is about 45 days after the date of the requests they sent to me (authorized representative). Based on other members from my home country, the current processing is back to what they call "routine service" after the applicants completed the LVO's requests. It still depends on the officer/LVO who is working on the application and the documents he/she received. I am praying for my dad's immigration officer that he/she will have good health, wisdom, and peace of mind while working on my dad's application and that may he/she grant my dad and 3 dependents the PR visas! Thats true but i want to add more info to your post...passport and medical is requested after 6 months in New Delhi LVO from only those applicants who doesnt have any dependants plus most files without dependants are in CPP-O. So even if your file went to LVO you'll still get priority over applicants with dependants. Applicants (with dependants) whose files were transfered to New Delhi LVO in january 2012 have not received any medical req or passport req so far.
