Not quite lucky.. Maybe I am the "Choosen one". I thought I was lucky as well to have everything done through Ottawa. I am Oct 2007 applicant with Decision made status since January 2013. Have no idea why ND is not sending back the passports. I see on GCMS notes that Ottawa issued visa in Oct last year. Medicals expire on Aug 11, very little hope now. On top of that the MP sent a wrong file number and got reply after a month to realize that mistake. Now they re-sent the application and will take yet another month. I believe its case by case. Those who got CPP-O are the chosen lucky ones with least hassle, and I would suggest future ones to plan in such a way that they get CPP-O
We all know how a local visa office like ND works, they test your patience and hurt you like a knife strike to the body
