Hi my friends parents sent their passports to Delhi for PR stamping. It’s been more than 2 weeks since it reached Delhi India. No updates. How much time would it normally take for the stamping and passports to be returned?

I heard someone got mandatory second medical exam upon arrival in canada, they didn’t mention reasons or previous health issues, can someone explain what could be the reasons behind that or how often they ask for second medical exam?

Are Parents eligible to apply for citizenship that came to Canada as permanent residents under Parents and Grandparents program ?
