It says in the letter received, Should you choose to engage representation in the form of an Immigration Representative or Lawyer, you must complete a Use of Representative Form (IMM 5476).

I am assuming this is normal suggestion they do to everyone.

It does not means that I have to send this form.

Yes, you got it right. It's a generic AOR that they sent to everyone.

Today i requested for bio extention via web form as we do not have passport on hand, lets see how they respond. My deadline for bio is Oct 5th 2019. Did you get any letter that confirm your biometric extention? I tried to call IRCC several times but no luck so for in reaching agent.
Will update my case status, have you booked appointment with USCIS in usa? or VAC usa or anywhere else?
I am still struggling with this. My due date is Oct 12th but I have not got a clear answer from ircc. They just refer us to the webform and the response I received from webform submission was genral biometrics instructions. Nothing showing if they approved or denied my extention request.
I cannot take my mom to USA as she does not have US visa and considering the background check and lenghty US visa process I cannot even apply for it.
Totally clueless as what I should do now. Can I ask you to keep in touch if you got any answer from them?

My parents application arrived at Ottawa on June 6th, I got AOR today (Sept 30th, 2019), but the AOR mention my father name not my mom.
Can anybody confirm is AOR must mention both parents name or just the head of the family?
I also noticed the UCI# what my father got during tourist visa is different from what mention in AOR.
Same here. Only father name. I am not worried because linked mycic account shows both. Uci # is same as it was in supervisa applied in 2016 December. I read some where on these forums that very old UCI get changed.
 
So, how will that effect my current PGP application?
You only need to inform IRCC of any change in family size. After that, it's your luck if they request updated income (notice of assessment of 2019) next year or not.

Biometric data are empty on myCIC.
She is here for the last 2 years so i dont think they took her bio already.

And under details about application status it says:
  • We do not need your fingerprints. We will send you a message if this changes.
What should i do? Should i wait for a message in my CIC for biometrics instructions?

Meanwhile is it a good idea to submit PCC request beforehand to have it ready?

Hi, I am in the same scenario; received a generic letter on the 27th, with one of the point being the biometrics; we had been asked to pay the fees two months ago but never received the official letter. I emailed them back to ask more info on the biometrics.
How do we know if someone is exempt? My mother has just left Canada after spending a year here and she was here when we submitted the application back in May.
We have the same message in the application online: we do not need your fingerprints. We will send you a message if this changes.
 
One quick question, we have to submit PCC only for home county and any other country applicant has resided for more than 6 months right ?

If applicant was in Canada for more than 6 months with visitor status, do we have to submit PCC for Canada as well ?

If applicant is in USA now as a visitor, how can he/she obtain PCC for India within USA (California) ?

No. The letter specifically says that “f your relatives are required to complete biometrics, they would have received a request for fees and an instruction letter with details on how to submit biometrics”

Since My mom has not received any instructions letter for bio, She does not need to do it.
