No, it’s not true. As my friend’s case, he is the sponsor and representative of his parents, lives in Canada. And his parents live in Canada with supervisa. But his case has still been transferred to Hongkong.I think its based on current address of PA, plus if there is representative, current address of rep. If one of the address (PA or rep.) is in Canada, application will be processed at CPC-M. Some applicant hire rep. from current country of their resident, so LVO won't be CPC-M!
