The same happened with someone i know. The mom is in canada and the dad is in home country. She got a letter foe bio for the dad and not the mom.
i just called... it turns out to be a system delay i guess. While i was speaking to the agent on the phone, i received the second bio letter for my father :)

My impatient anxious self ended up calling ircc just now to know what is the update. After putting me on hold he came and said It would be wrong if he says they have started working on it. They are checking for criminality. I'm not sure what that means. I ask I dont see in process though. He said because they are doing inventory right now


Do they check criminality first or sponsor eligibility first ?

I guess they received massive applications during early May so us mid-May applicants might have to wait a couple weeks for "in process"

Someone called IRCC and the agents said they are in massive backlog. They have a 18 wks window to send AoR and after that they can process it in next 20+ so months
