I landed in Canada, mid of 2015 and earned approx 20k CAD that year.
2016 and 2017 i meet the income benchmark.

So i understand that i'm not eligible to apply this year (2018). Can someone please clarify?

Also, until what age my siblings will considered as dependent of my parents, if they are unmarried?

Yes. You are not eligible to apply this year. But I think you will be in 2019. (unless your family size increase and you can't meet income benchmark)
Your siblings aren't dependent once they reach 22. So 21 is the age for dependent that's not common-law or married.

I have few questions that I would like to clarify with you guys before I submit my form. Based on the rules I've read on the CIC website, I think I'm eligible but just wanted to double check to avoid any errors.

A little bit about me:
I'm single and living alone here in Canada and want to sponsor both of my parents. I've four members in my family including me (Mom, Dad, Sister, and myself). My sister is 21 years old and is currently living with my parents back home.

As per CRA Notice of assessment, My financial income (before taxes) is as follows:
2015- 69K
2016- 73K
2017- I was working full-time until June (with salary = 75K) but from July to Dec 17 started working as an independent contractor (self-employed). I normally pay myself every month a salary of around 4K(after taxes, gross is 5K). At the year-end (Mar 2018) of my company, will also pay my self a dividend and a bonus. Not sure if that counts though.

Here are my questions:

1- What is my family size? As per me, I think the count is 4, but I'm not sure if I should include my sister or not?

2- Do I satisfy the minimum income requirement for the year 2017?

Your sister counts in family size while she's age 21 and under. So as of now your family size is 4. If selected in lottery and she turns 22 before you submit the application, then she will no longer count in family size so would go to 3, and she can't be included in the app.

Your income for any year will be what's on line 150 of your personal tax return. So you can figure this out for your 2017 taxes to make sure it meets LICO for at least family size of 4.

No it's fine... if you meet income for family size of 4 then it will be no problem if family size is actually smaller then that.

When you say "she can't be included in the app", Do you mean I can sponsor her along with my parents if she is single and 21 and under?

When you say "she can't be included in the app", Do you mean I can sponsor her along with my parents if she is single and 21 and under?
Yes, as long as she's 21 and not married/common-law at time you actually submit the app, she must be included as a dependent. This will obviously depend on her actual birthday and when IRCC starts accepting apps for those chosen in lottery. If she's still 21 at that time, her age is locked in when you submit the app, so she will still be included and get PR even if app takes several years to process.

Of course this is only possible in 2018. If you aren't selected in lottery this year, next year she'll be 22 so will then not be allowed to be included in the app.

They are still accepting application until end of Feb.
and it will take few months to draw the names.
End of Jan, not feb.

BTW any idea how can we know the number of applicants in lottery pool?
