The agents were wrong.

If your family size is 4 today, then you must meet family size of 4 back in 2014. It doesn't matter if you were on work permit for just half the year, if you don't meet the income based on your 2014 tax return, you don't qualify. There is no discretion possible by the visa officers and no explanations accepted, this is stated very clearly in the manuals.

So if you already submitted while not meeting 2014 LICO for your family size today, you should expect your app to eventually be rejected.

Also while waiting for rejection, you may miss out in applying in later years when you actually do qualify.

My case, If anyone can help...

I got lottery in second round. To check my eligibility, I called couple of CIC call center agent to review my case and guide me. All agents suggested me to submit with "explanation letter and explanation supporting documents". I also mentioned their agent number as reference in explanation letter...

Here's my situation..

In 2014, my annual salary was according to LICO, but I couldn't work half of the year because of immigration restoration process, and I was on work permit..!!
I got my PR in July-2015 ... I meet criteria of 2015 LICO (based on family size 3- me & parents)


I took chance, submitted my application on Nov-9-2017..!! Mississuga received on 12 Nov-2017..!! Please add me in that spreadsheet. I'm from INDIA

CIC agents told me that it will take time to get refund for RPRF if I'm not eligible.
They were also not sure because, as we know case by case situation is different. They told me that eligibility criteria always changing.

Their manual says, 18 years of age or older, PR, citizen or Native status. It doesn't say that person MUST be PR /Citizen since 2014,2015,2016 (last 3 years) to apply and sponsor under PGP-2017....!! That's why CIC agents suggested me to apply and submit clarification letter....!!

No. But we see cases all the time on this forum where CIC agents have given very wrong advice.

No nothing is changing. The rules are always the same in terms of if you meet the income requirements. There is no "case by case" scenario here, you either meet income or you don't.

That is correct, you only need to be a PR when you apply. It's fine if your previous 3 years income were while on work permit.

The only important part, is if your 2014 tax return meets the LICO amount for family size of today. This is a simple yes or no answer, there is no discretion or explanation otherwise.

Processing time for parents still shows Processing Jan 2014 and hasn't moved in a year. This is NOT GOOD. I wonder if there is any consensus here and if people are willing to join forces to write to minister of immigration to consider expediting parents as part of the new Million immigrants to come in as all those waiting for their parents have suffered long wait times:

Hi , i have sent my package on 21st Nov 2017 . Today i got mail from cic that my generic information form is incomplete and they requested again that form . They also mentioned that all the dependent must be included .
I have only mentioned my father as dependent as my all siblings are above 25 years old and my mother is primary applicant .
So i am not sure whats missing . Only thing i can think of that my generic application form was old as form is changed in october .
Any suggestion guys ?

you did correct mom+dad so call them and ask what they need exactly and yes you need to fill new version form out
 
What i heard they did not receive even 10000 applications this year. Because there was no scrutiny to assess application prior submission many of them got rejected, mainly due to income qualification.
Yes. I heard same thing. Probably next year, there will be some changes in lottery system.

Probably, eligibility will be checked first before enter your name in lottery.
 
You mean AOR? yes some of us have already received AOR email and are able to see their application on eCas. But fo those who applied end of July, I don't think no one has already SA.

My application received July 28. I have representative on my file who is on vacation right now. I don’t know if I received AOR or SOA yet, but my ecas is working and showing only application received.
