Experts , Need your opinion on two questions - I am sponsoring my Mom and Dad and going through checklist -

- There is NO need of Birth Certificate of my Mom and Dad - Is this correct ?
- I don;t have their marriage certificate and it will be hard to get , I am attaching an explanation letter and Notary attested Affidavit having their photographs on this - Is this sufficient ?

They don't need the Birth Certificate, but yes you will need to have their Marriage Certificate. I know its a pain now, but this is what everyone here has done (even myself).
I don't know anyone who has not submitted the Marriage Certificate, will be good to know if there is some one and they have received the AOR.

I have a situation here.please guide me what should I do.i have prepared everything to apply for my parents sponsorship.but my PR expired Oct 20th.i applied for renewal and it's little more than 2 months but there are no news from cic yet.
What should I do in this situation.apply with expired PR card? And mention that waiting for the new card..p.s. I have also applied for citizenship but that is also in process. And last date to apply PGP sponsorship is Dec 8th

Yes, you should apply with your expired PR card and write a note that your PR card application is under process, better to apply with what you have then to wait and miss the chance. Also attach the copy of your Record of Landing or Confirmation of PR. I assume your PR card is expired not your PR status.?

Can CIC refuse to give PR status due to history of cancer for one of the parents that is treated and cured two years ago? Has anyone heard this kind of situation?

I don't have an experience but I searched about this. Based on what I've found from CIC, Medical refusal would happen if:

Danger to Public Health and Public Safety
Excessive demand on health and social services

There is no specific indication of what they mean by "excessive demand", so I think this is something that officer will decide. Most of parents are old and most likely they are kind of "ill", so this is not actually very clear...

That would be good to have anyone's idea here if has experience, as I didn't see this topic discussed somewhere in this thread.

I am sponsoring my widowed mom. My father had passed away. So i don't need to show their marriage certificate. am i correct?

2. Income source is still USA( but I live in Canada). Don't have a job yet in Canada ?
3. 2018 will be the first year when I will be filing taxes in Canad ( for 2017).


Am I eligible to apply for PGP for parents in 2018?

There are actually very specific criteria for "excessive demand". Basically if the projected cost to Canada's heatlhcare/social system will be over $6,655 per year, up to a 10 year period after becoming PR.

So basically if there are no immediate expensive medical conditions at the time of doing medical exam, the parent will probably pass the excessive demand test. Someone who has had cancer in the past but is now completely cured, is probably safe. An IRCC medical officer will review the medical results, and provide their analysis to the visa officer. There is definitely discretion involved though, as even if they suspect excessive demand may be a factor they will always give you a chance to submit further proofs to change their mind.

No you don't qualify. Income earned while living in the USA, does not count.
However income from the USA (or anywhere in the world), while you're living in Canada and claimed on your CRA tax return, does count.

I assume your partial income since just June in 2017 doesn't qualify for LICO.
So if you have qualifying income in 2018,2019 and 2020, you can most likely apply for your parents in January 2022.

Forgot to add.... Unless by chance you live in Quebec. Then with 2018 qualifying income you can possibly apply in 2019 or 2020 (since only 1 year income is required).

you must meet LICO for 2014-2016, you can use your wife like a co-signer, are you doing 2014 LICO together ? if not don't spend your time and money, they don't care about any letters, they want to see your NOA

No it's not ok. If you and your wife don't have qualifying income in 2014, you don't qualify. Any app you submit, will be rejected since you don't meet LICO in 2014.

Your employer letters will be useless and ignored, as CRA tax returns are the ONLY accepted proof for income. There is no discretion allowed by visa officers.

You will need to wait until 2018 or 2019 PGP lottery to apply, depending when they start accepting 2015/2016/2017 incomes.
