I honestly did not check this bit. I thought it would be just like the Super Visa that you need to meet the income threshold for the last year.

There was a question with the listed LICO before you submit the interest to apply form... It's pretty clear.

If you meet LICO after deduction of EI from the income, you are still eligible.

Yes spouses can co-sign for sponsorship. You will have to refer to the application to see if you meet the requirements for 3 years of LICO.
