But the key is that CIC never contacts these guys. So what you get in writing in the PCC is what matters.
The problem was that every police station issues PCC which has wordings like
"Person X has lived at address Y from A to B dates and there is nothing outstanding against him".
Now either they reach out to all locations you actually have lived and state all dates / durations which are actual and true
OR
whatever is written in PCCs combined matches your address history.
It is okay to have used only your temp / permanent address from NIC as long as it teles your address history.
So any one's confirmation doesn't matter - what is written on the actual PCC is what matters. If it covers entire period since the age of 18 and matches the address history, you are good.
If they start issuing pccs with a different wording i.e. not saying "has lived at address x from a to b" and just say person x holding NIC # has nothing outstanding against him, that should be good too. Most other countries do that only and hence this problem is only specific to Pakistan.
