I think you will have to apply through concerned embassies in Islamabad and it may take time in weeks (if not months).......so immediately check with the concerning embassies and apply for these PCCs.
For degrees, it does not matter from where you qualified. Just get copies of degrees notarized (from any notary public in local courts...your hubby must be knowing it) and it should serve the purpose.
