yes, for sure, he can apply outland while living and working in canada on a working holiday visa. no, the working holiday visa won't be cancelled because of his PR application. one thing has nothing to do with the other.

the *only* down side to applying outland while in canada is if an interview is required, the applicant must return back to their home country where the interview is held. however, if an outland applicant has temporary legal status in canada, their application *may* be sent to ottawa for processing, and any interview will be held there. This really isn't a reason to apply inland as interviews are very rarely called for straightforward cases. interviews are generally called because of relationship red flags, dependant or criminal issues.
Do not apply inland. depending on when his working visa expires, when he applies outland he can very well be approved as PR before his visa expires. I believe applications through Sydney are generally approved quickly, definitely less than a year, possibly 6-8 months. The Sydney thread on this forum will be able to confirm.
