Yes you are, it shows the main steps in order. like

Yup my file was in Buffalo too, but the electronically transferred my file to Ottawa-CPP on May 11th but i am not sure when did they transfered it physically. I am not sure if Ottawa-CPP stamps passports. I think its a good news but again don't know, when did you sent email to Ottawa-CPP?

How did you know when your file got transferred to Ottawa?

They mentioned that CPP-O will issue the visitor visa, so i think they will also be able to issue the immigration visa. Yes it is good news if Ottawa can continue as they are, fast and reliable, but I hope they don't turn to be as slow as Buffalo was.

Yeah i hope so, there are two offices in Ottawa, one is located at 219 laurier ave west, which process PR files and the other mentioned in URL is located at 365 laurier ave which processes temporary visa applications. However i am still not 100% sure if they do stamping or issue visa my gut feelings is when case comes to final review they transfer electronically to other north-american visa office for stamping.

Not all files were transfered to Ottawa-CPP from buffalo as the URL says to "other north-american VO" so i hope it will not be slow.

It is confusing, it says
"Applications that are currently at the Buffalo visa office will be transferred to CPP-O for final processing. Applicants are not required to contact CPP-O to ensure their application has been transferred. Applicants will be contacted at the next stage of processing or once a final decision has been made. "

So i am not sure depends on what they will transfer to other VOs.

Where does it say that? can you send me the link please. Because they established central processing centre in sydney since February 2011, which transferes cases to VO after first review based on their backlog i don't think there will be huge cases transfered to Ottawa, as they already knew back then that buffalo immigration section soon will be closed.
