Engineering is a regulated profession in Canada. For the PR process, it is not mandatory to be registered. But once in Canada, if you want to be working as a professional engineer, you need to be registered with regulatory body in the province you intend to practice.
You may be allowed to perform some entry level engineering job under the umbrella of a Professional Engineer (P.Eng) but you cannot refer to yourself as a professional engineer nor sign off projects that can affect the general population. This is even more serious if you are a civil engineer. So you might find, once there, some entry level and if lucky a good one when your work will not affect the general population. But the best jobs will be out of your reach if you haven't got the P.Eng. designation. The sad thing is that they do not recognize your foreign experience. and the registration process can also be tedious as they also do not trust your foreign qualification. You might have to sit on some exams after they evaluate your application. You have to ask your University, like WES requested, a transcript with the detail description of every subjects. some time it may be shorter to obtain a canadian M.eng than sit on those exam. If you University member of the Washington convention, you might be exampt of extra exams and only write two related to engineering ethics. Even Canadian graduate will write those.
