Dont be so confused. I would suggest you go ahead and get your application ready for the OWP and TRV. Everyone from India needs a TRV to come to canada. As far as the fee goes, it will be 150$ per application per person. The UCI, if you have one will be the same always, it does not change, if you dont have one then they will issue it to you with your OWP and that will be linked to your PR application. After your application is filed and they issue your OWP, check if it says your spouse can work too (they state all clauses in the OWP or spouse will have a TRV that says 'worker'), incase it does not state that (or her TRV says 'Visitor') then upon landing in Canada, request the immigration officer to issue you a OWP for spouse as well, you need to have 150$ cash in handy at that time. Do I need a Temporary Resident Visa?
If you want to work in Canada, you may require a temporary resident visa.
A temporary resident visa is an official document issued by an officer that is placed in your passport to show that you have met the general requirements for admission to Canada as a temporary resident.
When you arrive at the point of entry in Canada, an officer will make the final determination. 'India is not exempt'

If you submit a work permit application and you require a temporary resident visa, it is not necessary to make a separate application or pay a separate fee; an officer will issue it at the same time as the documentation necessary for your entry to Canada as a worker.
