If you have not seen this earlier, to all those of us in the waiting... here some useful information to calm us down...

Note: Our Background Check comprises of 2 parts:
1. The Standard Documentation Checks,
2. The Security & Criminality Checks.

Standard Documentation Checks:
Our background check is done at the CHC stage. It commences the moment our file gets the 1st BFD by the VO. An indicator of which is the e-CAS that shows "In Progress". All docs been checked & our NOC being tallied against the MI, if the VO finds our case 'eligible' for Canadian PR, the file becomes 'Accepted'; and then it goes for standard background checks, viz. Exp, Quals, Adaptability, Qualitative Considerations etc.

The process involves many things. If our case file is well presented and the enclosures vouch the quality-quantity, adequate POF docs etc., there might not be a requirement of 'actually' calling the employers, references etc. The VOs have a way with that, they are experienced enough to ascertain the logical disposition of our case. But, if there are any concerns of his/her, s/he is likely to ask for additional docs, do further scrutiny vide any means [calling, visiting etc.] & might ask for an Interview.

-Culmination: When 'fully' satisfied, we get the 'Medical Request'.
-Timeframe: Can be anything around 3-8* months, for the 'fast track' system (Avg. 4-5 months).
-eCAS: Continues to Show 'In Process'.
*The older system has a queue, thus can be longer.

Security & Criminality Checks:
A part of the b/ground checks is the 'Security Check'. It commences after our med results are submitted to the CHC. This is a major activity -mainly concerning our 'safe inclusion' into the Canadian Soil; vis-a-vis, Political, Socio-Econmical, Anti-Social disposition, perceived Threat to Canada's integrity etc. This gets us the SDEC, CDEC & SECCRIM.

This is a serious & time-consuming stage, involving many agencies, including CSIS, Interpol, NASC, Database Checking & touch-base with Local Police. Many things are considered here... the No. of countries visited, Applicant coming from 'certain' countries, ex-Servicemen [including Law Enforcement services], Prolonged stay in a country w/out sufficient docs to prove cause, frequent traveling to certain nations, your *Name (?), Inter-Religion/Nationality Marriages etc.

If everything is simple & straight, the file soon gets into the 'final review' stage. If there are any 'red flags', our case goes into a 'spin'. Then our file might go to the local Police/CID agencies; the outcome/timeframe of which is beyond the control of CIC. And thereby the timeframe can be anything [sometimes beyond 1yr]. But, usually this stage should be over by 5 months max. However, a point to be noted is that we can also be called for an Interview [at this stage], due to this reason.

-Culmination: Only upon security clearance we receive the PPR.
-Timeframe: Around 2-6 months. Avg. 3 months. [With new system, sometimes PPR is clubbed with Meds]
-eCAS: Still 'In Process', but 'Med Results Recd.' inside.

*Yes, that's how a certain Mr. Sharukh Khan was detained for 4.5 hrs in an US port. He was a VIP, thus 4.5 hrs. For u & me -things could be different.

Stage-1: [CIO stage] Send Initial Apps+Processing Fees to CIO-NS > Qualitative Check > Issue of AOR+120 days Letter >

Stage-2: [CHC stage onwards] Send Full Docs+RPRF to the Local Visa Office > File on Queue > e-Cas: "Received by Visa Office" > Eligibility Check+PSDEC > Issue of 2nd AOR > Background Check > Issue of Additional docs Request [if any] > 1st BF'D > e-Cas: "In Process" > Send Addnl. Docs > Issue of Med Request > 2nd BF'D >

Stage-3: Meds Sent > e-Cas: "Medical Results Recd." > Issue of PPR* > Send Passport/s > Security Check > Visa/s Stamped > e-Cas: "Decision Made" >
*The Meds & PPR are sometimes 'clubbed' together.

Stage-4: Return of 'Stamped' Passport/s+COPR > Landing at the POE > e-Cas: "Completed".

i was just browsing in all reference letters and emails we have received from CIC,CIO,CHC in PNP case regards....

In all reference letters and emails, no where is mentioned that we are exempted from job offer from Ontario but it is mentioned in APPLICATION GUIDE FOR ONTARIO.

as we have pointed in our documents that we dont need job offer becoz it is mentioned in application guide for ontario, i was thinking that besides mentioning it, WHY DONT WE SEND ALL THE REFERENCE LETTERS and / or EMAILS we have received in regards of PROVICIAL NOMINEE PROGRAM to let them know that we dont need job offer.

what you people think about this idea ?

I think we should send various letters received from Case Processing Pilot dated Feb 2012 and other letters at the time of nomination including PNP certificate. Earlier letter also describe the eligibility criteria. These letters will prove that we belong to FSW Pilot program not the regular Ontario PNP and a eligibility criteria specifically created for this pilot apply on our applications. We need to send only one email from CIO that indicates our application is considered complete and would be forwarded to Visa office for processing

i was think one thing which i feeel imp to share ... no one should worry about any thing...

OTTAWA REGION asking these documents from our side becoz this is the basic requirements for all PNP cases but we not the regular PNP cases they just want to have proof officially that they are putting us in final stages( so that they are not responsible in worst cases) and there is no job requirement for these candidates. becoz i came to realize that OTTAWA REGION receive files when files are going to be put in final stages like sending PPRs....we should just send them what they ask with specific reason and proof so that they would start their work for PPRs...

we have done everything we have submitted application fee and RPRF fee we have done our medical we have been gone through from security checks...we have done almost everything so nothing to worry about anything.. dont worry ALLAH is with us. if we have bread and butter from Canada we would go , if we dont then no one can send us there.


For 2173 NOC CODE

for those people who have already sent them files with reasons that our occupation does not require any membership BUT it is regulated as i have mentioned in last post..

try to do few things....

contact CIIP or PE , tell them the whole case and start processing the membership process as soon as possible. process takes more then one month i think but once you process has started you can send the OTTAWA REGION the starting email or document or anything you receive from PE.....but first check about your 2173 NOC CODE regulated or not....in my point of view it is regulated......as link shows....

As O_canada mentioned, there are several titles / designation etc in a domain. As long as there is NO Engineer in the title, you would generally not need any certification. The regulated professions are those which involve public safety as a function of design; construction; surgical operation etc.

For those who have 2173 as NOC they should mention that they intend to work as Software Developer (provided you wrote same occupation in your application) in Canada and registration/membership was not included in the eligibility criteria of FSW Pilot. They will acquire the registration/membership if it is required by Job after the arrival in Canada. You have no option other than this. Please note that condition is attached with this requirement

Yesterday I sent all documents required in one package by courier to CPC Ottawa along with explanation letter for job offer requirement.

Now I do not know if I have to wait so long for their reply since my medicals will expire on 5th of September.

do you think guys they will try to finalize our applications without further delay?

Most likely CIC will ask you to do medical again.

We do not need a job offer for sure for the following:

1- We were issued a support letter to be given an Open Work Permit "OWP", this support letter serves as an exemption from an offer letter in case we were originally applying for a normal Work Permit ....

i.e if your employer has a branch in Canada and he needs to send you there for a 2 year project, his canadian branch will issue you a Job offer and you will need to apply for a work permit from a Canadian embassy. We were given a support letter to apply for the same process and be given a different form of work permit, An open one, so we can go and apply for a job.

2- It was mentione clearly in the application guide that a job offer is not a requirement.

3- No one of the selected 600 candidates submitted a job offer. No one in this forum and no one in any other forum. At least No one I am aware of.


I totally agree with you, I submitted this support letter in my reply to CIC and additionally the operational bulletin received which specifies that I am eligible for an Open work permit.

Just emailed available documents and reply with supporting letters received from CIC to Case Processing Centre – Ottawa. Hard copies are also ready to courier. I will send them tomorrow if accepted by courier or when the roads are open for movement

I think almost everyone missing a point that the full name of our program is "FSW Backlog Reduction Pilot Project". We are not just provincial nominee.

You can send the OWP supporting letter for reference which mentioned clearly that we do not required prior job offer and participating in OWP is entirely voluntary and it will not effect our application processing if OWP is not avail.
