In my case, my online e-cas was updated as MEDICALS RECEIVED after 1 week of file transfer to NYC and I received the RPRF email from NYC approx.3 weeks after that (i.e. after e-cas update as Meds received).
It appears to me that in your case, your file is not yet updated with the status as medical results received by Ottawa office. Hence NYC has sent you the email to pay RPRF and made a reference to "Passing medical exam". If my assumption is true, I would say you are LUCKY to get the RPRF even before your medical status is updated.
I think its good to go ahead and pay your RPRF. Hopefully, your file will be updated with Medicals Received in the next few days.
However, It would be helpful if you can follow up with Ottawa office regarding your medicals and get a confirmation. Also, did you doctor tell you the medical results before sending the docs to Ottawa.

Above statement which i have received from NYC office is confusing to me. I dont have to go for medical exams again right. I have sent my medicals 5 months ago to ottawa, canada.
Did you receive the same above statement from NYC office & you just sent the RPRF amount.
