This is pretty interesting and surprising. I don't understand why they would have a limit by local VO. Is it possible that the folks you saw getting PPRs from Seattle were priority cases? (like their medical was expiring very soon and so had to be given a visa soon).

I too second Manny. The Visa Office related quota does not make sense. If there is a quota it would be an over all quota based on the Visa Category.

I dont think anyone else (OTHER THAN ME) received the request to submit a sworn statement to reside in Alberta after landing. I guess I received this letter because my wife used to live in Toronto before and I used to travel between US and Canada almost every week.

If others are also receiving the same request, then it could be possible that CIC wants to ensure that the applicants goes to the same province that sponsored the PR.

There is also a possibility that in the future when citizenship application is reviewed, the sworn statement will be used to determine the actual place of residence Vs the declarartion.

In my case, Alberta is my destination. So looking forward to hop onto the flight to Calgary as soon as I get my PR.

I went many blogs and find out Sworn letter is received many other candidate who applied through PNP route. Are you currently in Canada? Which city is better Toronto or Calgary?

CIC has your signature on the intent to settle in Alberta. If you have sincerely tried to settle in Alberta by establishing some proof like utilities, rental place and records that could be asked at time of Citizenship it will not be a problem.

But from day one of your PR if you land in a provice other than Alberta and stay there from day one or if you plan to live accross one border and work across the border and have your legs in two different boats it can be a problem. your intent is clear in such cases.

there is nothing such as a VO specific quota. the files are tranfered to share the work load in cases where medicals are about to expire.
