Try following below steps:

Login -> Continue -> I Accept -> Fill Security Answer

After this, search for "Link an existing application to this account" and you will find a blue button "Link Application to this account"

Let me know if that works for you.
 
According to me, Jan applicants would be wrapped up with the AOR thing by second week of August, at this pace.

This is not a mistake actually. When OINP send AOR it is next day if you are in India. The computer shows date changed after 12.00, so in every thread this is normal error.. One day AOR date change is okay.

I am also in the same boat ... WES sent it to CIC.... :( I received my AOR since 3 weeks ago. Can I send them an email ? & process that as well.

If you're talking about refund then yes you can raise it to WES.

I raised it after 3 months and got the refund. :-)

This took place at the Newcomers Canada Fair in Edmonton in May 2016.
He mentioned that non-EE applications will be completed in Sept 2016, meaning the number of ITA's will increase and the points are expected to drop below 400.

Do you think OINP are waiting until Sept/Oct 2016 to issue nominations for 2 reasons:
(1) Reason above, OINP can absorb points drop with flood of nominations.
(2) They don't work Dec/Jan. So they'll get all nominations issued pre-Dec.

Thoughts?

My only thought is that I really do not expect the points will drop below 400.. Thats thousands of people..

All applicants who have received email from OINP stating "application has been reviewed and accepted" doesn't mean that documents have been analyzed.

In 1st step, officer checks the presence of all required documents. All who have received such email are at 1st step.

In 2nd step, officer actually analyze the provided documents and check its validity.

In 3rd and final step, OINP issues AOR.

This information has been provided by OINP officer over the phone.

Ok if this is the case than whats left for them to give nomination?

I think 2nd step should be after AOR?
