I think they have divided it due to lot of pressure from applicants for not keeping the deadline.

They must not be checking properly while sending those emails, just overview of file.

After AOR, they generally do the background check on any suspicions.

On my question about the email I received, then she made me understand that it is divided into 3 steps which I mentioned earlier.

You don't need to write in capital letters.

People r getting rejected because they didn't pass the step 1 which means basic completeness check of documentation.

Step 2, can lead to rejection too and additional request too on the basis of analyze, by the officer.

Every step have initial and final stage when it moves from one step to another. Applicant should ask the officer, final stage of which step.
 
In december group one Jan applicant has reported that he has got nomination today.

Well How can some applications be returned much before? this means all the applications have been checked for completeness. There is no return after that.
Believe me they say anything on phone. Next time they will say something else

That's what I meant when I said there's no such thing as "pre-aor"

Application Received: 4th Jan 2016.

AOR Received: 16th May 2016.

Request for Information: 17th May 2016.

Nomination Received: Today (18th July 2016).

IS damchandu CEC or FSW?

Because OINP is concentrating on giving AOR only. So they checked all applications and returned all incomplete applications.
this means all the applications have been checked for completeness. There is no return after that.

yes that is what they contradict. this means step 2 is cleared for all. and so it is all are waiting for AOR and getting the mail reviewed and accepted. Actually there is nothing like steps. once they check for completeness it is AOR.

Without arguing if you read what i wrote in step 2 may help you to understand.

In 2nd step, 2nd officer analyze/crossverify all the documents.

Everything in immigration department (all over the world) are cross verified at different levels.

I am not arguing. I say there is no step 1 or 2. and i proved it. they check for completeness and return or send AOR

There is no reason to argue. I say this because I have been talking to them since 5 months. They reply anything each time.
 
Guys, doesn't matter how many steps... Just send over my goddamn nomination
