OINP fee payment from saudi arabia issue

Hi guys

I received my PT letter of interest five days ago.

I prepared all the required papers to apply for OINP.

My problem is the fee payment. I live in Jeddah, Saudi Arabia and I tried to make bank draft from National Commercial Bank (NCB). The teller told me you can only send money to people or companies and I am not allowed to send money to organizations. I went to SABB but their system for Canadian dollar is down in all SABB branches.

My question is anybody did the fee payment for OINP from Saudi Arabia and how could it be done?
