OINP - Employer Job Offer : Foreign worker stream

I am thinking.... what happen if you apply for EE in the CEC category (if you have one year of Canadian Work Experience)?
The web page says:
Documents for your profile
· passport or travel document
· language test results
· education credential assessment report if
· provincial nomination (if you have one)
· written job offer from an employer in Canada (if you have one)

The highlighted text applies for the following OINP

• Human Capital Priorities Stream (Explained below - Ontario Program)
• French-Speaking Skilled Worker Stream (Federal Level)
• Skilled Trades Stream (Federal Level)

After you fill the Express entry profile, if the Ontario is interested and gives you NOI, you apply on OINP e-filing portal for the stream you got NOI. Then OINP gives you Approval document. That document in layman's terms is called "Provincial Nomination" and it applies to the below mentioned streams of Express entry streams to qualify under Human Capital Priorities Stream.

• Federal Skilled Worker Program (FSWP)
• Canadian Experience Class (CEC)

Please go through the immigration application guides before applying. Don't fall under the miscommunication or wrong words of immigration lawyers.

Last year, I have a meeting with an immigration lawyer and after analyzing my profile she sent me this e mail:

After analyzing your situation in detail, the strategy to follow towards permanent residence would be the following:

• Apply to the Ontario Nominee Program under the "Employer Job Offer" Program under the "Foreign Worker Stream" category. Once the nomination of the province of Ontario is obtained, then:
• Apply to the Permanent Residence through the Express Entry System under the "Canadian Experience Class" Program.

I am so confused!

You can't apply for Express entry unless the program you got Nomination from Ontario falls under Express entry programs like Human Capital Priority Streams, French skilled, Skilled trades.
Im my opinion, when ever you see 60 days for submitting on IRCC(Federal) when applying on OINP after you nominate, those are paper based. The time frame given is for document preparation and submission. If you see 45 days for submitting on IRCC(Federal) when applying on OINP after you nominate, those are Express entry and can be submitted online.

In a nutshell, the programs under Employer Job Offer category are only paper based applications and can't be applied for Express entry.

I did a lot of research this week (for people outside Canada, joining new Canadian Employer via Paper PNP). According to this link, I think one can apply for Work permit with PnP. The employer has to pay the fees and support you. Probably easy, not sure.

Is there anyone in the same boat? Applied for Job offer PNP and not in Canada and looking for ways to join the Employer after submitting PR paper application. Anyone?
