Well to me it seems that, unless it's explicitly stated somewhere that CEC must have 12 months of experience
at the time they receive the PT then I think it's fair to argue that by the time you'd sent your DOCs you had completed the 12 months... But OINP is overwhelmed this year and it seems that they are looking for any reason to reject people, however trivial...
If you look at it from a logical PoV it makes no sense rejecting you, as by now you more than meet CEC eligibility, the only reason is sheer bureaucracy which seems ludicrous...
In any event, I'm sorry to say this but I think cases like yours, where a procedural fairness letter has been issued, will go to the back of the queue... They'll probably leave it to the end of the cycle to take another look at your case ;-(
