Once you enter the pool with extra marks than FSW and CEC become same. I don't have a soft corner for them nor I am God like you. I can blame them also if I can blame OINP. You can blame me as much you want.
I know thinking from broader perspective is not your strength, but following may help you, if you really try to understand.
1. Most of the CEC people have real ties with Ontario, as they are working, studying and paying taxes here. Also, they have higher CRS score. So if they want to curse, they can curse OINP or FSW as mass influx of FSW applicants, who have no real ties with ON, or mediocre CRS score of around 400 to 420 score has caused delay in processing of CEC applications. OINP could have chosen only those people as applicants, who have real ties with Ontario, and in that case, CEC applicants would have got nomination quite quickly.
2. FSW applicants can blame OINP or CEC for processing of CEC applicants on higher priority.
With above logic, any CEC or FSW applicant with myopic and selfish mindset, can blame other category of applicants for delay in his/her nomination. I don't want to indulge in blaming any category of applicants. Once OINP will start giving nominations, all should get it.
