1) Either you will have to withdraw your current OINP application for now and apply again when OINP opens again somewhere around Nov-Dec 2016, then your step-child will be over 19 & hence not considered a dependent. Please research more as I am not sure whether he/she can then be dropped from the application.
2) You can send change in information form with a LOE explaining the mistake. Along with that you would need to send copy of dependents passport (bio pages), updated POF to cover additional person in your application (if earlier POF wasn't sufficient) and proof of divorce/no custody (or else I think they will ask for consent letter/form signed by biological mother that she has no objection).
Post ITA, dependent would need to under go medical test or again some documents/affidavit to prove dependent cannot accompany & you forego future sponsorship rights
