Okay so I just applied for ohip since I got my PR recently and the form said that I can’t be outside Ontario for more than 30 days in the following 6 months..

Now I cross over the border to go grocery shopping in the US often. Does every exit count as a day outside Ontario OR does it have to be 24 hours minimum outside Canada OR does it have to cross the midnight mark if I say left at 10 pm and came back at 1 am.

What exactly counts as a day outside Ontario??
 
The day you leave and day you come back count as days in Canada.

So in your simple example if you left at 10 pm and came back at 1am you never really left even though physically you did given either day is counted as a whole day in Canada. This would apply even if you came back in at 2359.
