For the same reason I mentioned above. Ontario had the highest instances of health insurance fraud for people who did not actually live in Ontario claiming health benefits. Hence the 3 months thing.
Just jumping in with a slightly non-related question, if I am on "visitor" status while awaiting PR within Ontario and it is longer than 90 days do I still have to serve the waiting period? Or could the time I was here as visitor count towards it? Thank you!

Generally, no.

For INLAND apps, the waiting period starts only after getting stage 1 approval/AIP.

With OUTLAND apps and if applicant is residing in Ontario, there is a way to start the 3 months countdown earlier then waiting until you land as PR. It involves getting an initial rejection for OHIP then taking it to the OHIP eligibility review committee, and a lot of bureaucratic process. See this post here to find out how: http://www.canadavisa.com/canada-immigration-discussion-board/important-ohip-eligibility-info-for-all-pr-applicants-residing-in-ontario-t56695.0.html;msg2518001#msg2518001

If you mean you have filed an INLAND application then no, your visitor time will not count. Once you have received AIP, and this must be the letter that is addressed to YOU not your spouses approval letter, then you can apply for OHIP and the 3 month countdown will begin from the date of that letter.

Thank you! Is it the same for Outland?

I am a bit confused about the eligibility for OHIP. In their website it states the following two points:

- You are physically present in Ontario for at least 153 of the first 183 days immediately following the date you establish residency in Ontario; and
- You are in Ontario for at least 153 days in any 12- month period.

My wife just received her COPR in the mail today and she is planning on landing July 25 and would be returning to the US few days later since she is 7 months pregnant and is giving birth in the US, plus the COPR expires September 5th, 2014. My question is, based on the two points above, would the 3-month waiting period start on July 25 or when she and the baby move to Canada sometime in November? Also, do the two points need to be met in order for her to be eligible for OHIP? She would not be establishing residency when she lands in July.

Thanks.

The 3-month waiting period will start when she returns to Canada in November, not in July. So she will not have OHIP coverage until February. Make sure she has some travel medical insurance to cover her during those 3 months.
