Called today just now, been informed that on the 7th of December, my file has been moved forward to HONGKONG visa office which is my primary visa office now and hence they no longer have any information on their end.

Anyone has any idea what this might imply ?

try to call as early as possible. once your file got moved to local visa office, they will be no longer able to provide you with any information regarding to your file. literally, had I not called on 6th (when my eligibility was passed), I would never get to know that my eligibility was passed, cuz they moved my file on the 7th. one day could make all the difference.

You have to create a new account. It's not related to myCic account.
I got the same issue but if you read instructions in blue it will be clear.

Sounds good, thank you for the response. I am planning to send out a webform first since I am hitting 3 months timeline, although IRCC recommends to send when I am around 6 months.
