Yes ,that's true. They start the eligibility and criminality only after the medicals passed. I have been confirmed this by the IRCC agent twice on a call.

Not true for me, I called IRCC and they said my criminality is in progress and nothing else. But I haven't received MEP or get BIL yet.

My biometrics was Dec4th, and I got that change in the background check about a week ago too,, they say it's security check for the most part..
Did they request RPRF, or did you make the payment with the application?

I paid the fee with the application so didn’t receive any request.

Some fsw outland on another group, mostly November AOR have all passed eligibility, for those that called and they don't have MEDP nor biometrics.... Most October AOR just got only criminality passed. Eligibility and security not started.

I'm not sure when the status of the background check was changed to "we will let you know when we start...." because I didn't get an email or anything,, but it was about couple days after I paid RPRF..

Whats your local time. Looks like they made a change to block high volume of calls from outland candidates.

I'm currently in the Philippines. But I don't get why they would say that the center is closed rather than just say calls are exclusive for inland applications... *sigh* if only they respond to webforms better.. there wouldn't be high volume of calls...

I saw a similar issue yesterday with someone. Something related to the time. Try using another app and see if that works. Your current time 11:55 PM so the system automatically picks it up that office closed at working hrs is 8-4PM.
