It will depend on the staffing at each office. Usually before an officer review, an assistant or analyst will enter detailed notes, and the officer makes a final determination on it. see #4,004
My application was assessed by assistant and then he forwarded it. Further, it has been assessed by case processing agent where he stated "appears to meet" and ready to finalize.
Will it still be reviewed by officer?

Ok got it. So an officer can make a final decision based on a program analyt’s notes ? I have “R10 ok, recommendation: Pass”. & than it was sent to LVO. I guess an officer can now make a final decision based on the above note?

I guess I ordered from the wrong website :D

All I can do now is wait since I haven't received any extension email from the website I ordered from. I ordered at the same time as @armaanwadhwa (which was the 15th of January) but mine haven't been sent to me. We both ordered from different websites. I guess websites do matter.
Well, according to the Act which website you use should not matter at all
See https://www.canada.ca/en/treasury-board-secretariat/services/access-information-privacy/access-information/access-information-manual.html#cha5_5

However, IRCC had/has not been adhering to this.
The ongoing investigation into IRCC's practices will reveal more

If I understand this correctly, does this mean that popular GCMS notes website receive an update every two weeks of all the tracking numbers filed by them?

Was this the case back in just late 2019 or does this still happen?
This is outdated and inconsequential, tracking numbers whether temporary or permanent used in filing complaints do nothing. In the latest reporting period at IRCC - The majority of the complaints (98%) were related to ATIP requests for immigration client files. And 65% of the complaints were delay or extension complaints ......—none of which were well founded.

The R10 note is just your completeness check. There will be separate notes for eligibility.

You will see this option in the initial page itself and first option is electronic and may be you have selected that while submitting
You may receive a CD even if the electronic option was chosen on the initial page. Happens infrequently but does happen often enough that it's annoying.

Yes, there will be a final determination by an officer, though in most cases the officer will go ahead with the recommendation.

Yes, very normal, IRCC will move files based on work load and specialisations. This is why I always emphasise that VO does not matter, rather what stage your application is at and what has been done matters.
@legalfalcon
I also have similar situation and got a GO last week. When I called IRCC they did not indicate any changes on my case, I will try calling them again next week.

The only other reason I can think of is I did sent my Tax assessment through WebForm and got a confirmation they received this week. Is GO is because of adding this document to my file?

For Inland, PNP 1st GO is kickstart of eligibility right?

The stages of an EE are:

R10
Criminality
Medicals
Eligibility
Security

Most applications are processed in this order:

R10 - Criminality and Medicals - Eligibility -Security

The first stage R10 (completeness check), if the application is incomplete, it will be rejected. This is why it is the first stage. Along with the R10, based on your PCC, the criminality is done, unless you are an inland applicant who need to submit the RCMP, which is requested later.

Around this time, the medicals is also done. Usually the eligibility will not start unless medicals are done, because if an applicant or a family member is medically inadmissible, there is no need to do the eligibility.

Then starts the eligibility, which is the comprehensive review of all your documents. It takes place in 2 stages and is time consuming, eating the most of the processing time.

Only after the eligibility is passed, the security will start. Since the security is done by agencies other than IRCC, like CBSA, CSIS and Public Safety, this is the last stage. See https://bit.ly/2OSkDRZ

The processing is the same for FSW / PNP / CEC barring a few exemption where some stage may starts before another on a case by case basis.

@legalfalcon The RCMP for inland applicants is not always requested, right?

In my case, I am CEC with AOR 4th October 2020, and I never got any request for RCMP or additional document (Schedule A, etc). My medicals are passed, and I am bio exempt.

What is the reason it triggers request for RCMP for inlands, and for some inlands they do not request?
