It’s case to case basis but since it was moved to local office - usually it takes 2-3 months or even more (at least for manila visa office).
We tried to research a bit more and joined other forums - this might help:

After (or within BGC) - they might ask for additional docs (i hope not) but if none, it will go directly to “Decision Made” / Golden “PPR.”
Seems like it’s still a long wait but hoping for the best.
Waiting for PPR as well! App received Oct. 29, i am very positive that we'll receive it within this month.
We didn’t get any pre-arrival email, or maybe it’s coming.
We sent the passport in today. Looking forward to getting it back and taking a day trip to Ogdensburg, NY.

My file was moved in Manila office and they asked for additional docs and I already submit them.. Yesterday they started my BGC.. What can I expect from that?
