hi, may i answer your question. based on my readings, the approved application package reaches CEM 2 to 3 weeks from the date of file transfer. Sadly , CEM is not sending any email solely for the purpose of notifying applicants of the receipt of the same. However,their email requesting for passports mentions the date when they received your application.

If your sponsorship was approved, then I think it's highly unlikely that the visa office will need the Option C. I guess you can send it, but I'm almost certain it's not necessary. I've never heard of the visa office requesting the Option C. Personally, I would wait. Manila usually sends out an AOR and if it's needed, they'll ask for it then.
