You don't know what you're talking about. You're right It is simple math, but you're not doing it correctly because there is no context. If overall issued PR applications are down, does not mean that CEC (which the other user posted has gone up) goes down. It just means overall. That's actually a good thing for people applying via CEC as they are more likely to get a PR issued.

Average and not a case by case basis? I don't think so. You clearly are just talking based on your feelings and opinions and not on facts. Others have presented facts and what you say is the exact opposite of those facts.
Also every case is different you seem to fail to understand that. I submitted my PCC way before it was due. It is due in November and I submitted it early September, and the RCMP finger prints were due in September, and I did them the same day I got the email (mid July). Trust me you don't know what you're talking about.
