no, u need to be a Canadian or individual currently stay in Canada. u can attach ur work permit or driving license as proof. Called cic today to find out if they can give any useful info on the current delay. She said its all because of the strike and cec category is for sure affected by that.

My police record was clear so they didnt ask me for rcmp fingerprint or another PCC. they even passed my eligibility back in June. Yes the whole process is slowed down.kushari said:Wrong.
