OCI: Confusing "Place of Birth" field in Canadian Passport

I am applying for Canadian Passport, and I stumbled upon fields Place of Birth (City) and Country. I was born in India, and my Indian passport had birth city mentioned in the format "<city>, <state>". However for Canadian passport, State field is disabled. So I can only enter City and Country. Will this create an issue while applying for Indian OCI? As I saw OCI application again has the State field.
