I had understood that BC, Ontario and Saskatchewan you could pretty much have your PNP in around 12 months including nomination. I know a friend who got his, including nomination in around 12 months and that was BC.
In 2014 for PNP applicants from Manitoba took around 20 months to get their nomination and now many people from 2014 batch are still waiting for federal visa (close to 3 years)
