If the nominated is employer restricted, to renew the work permit. I cannot apply for the BOWP, only LMIA- Exempt Close Work Permit will work, right?
I have a post graduate work permit right now, and it will expire January 2017. I am SINP inland applicant submitted application November 12, 2015. Thanks a lot in advance!
Correct and your employer needs to pay the $230 employer compliance fee.

Thank you so much yenyeng! I have another question about the payment that you made for both $155 and $100 fees. I tried to answer questions on CIC website about what kind of permit that I can apply for. The first time it shows I can apply for "open work permit" which it will cost $255 in total. Then the second time I tried to answer those question again, it shows me that I can apply for the "work permit" which costs only $155. I am confused which one I should go with.

I had similar issues earlier but I'm not employer restricted. I was confused at the beginning because there's no requirement for that $100 holder fees when I apply online. I'm pretty sure I was in the right path as the document checklist seems reasonable. I searched online and it turned out to be a technical problem that didn't get fixed by CIC - what other ppl do was to pay that $100 through CIC online payment system, then attach the receipt with explanation letter. Then pay the $155 as requested while apply online. So I did the same but again, it might be different from your case.

Just hoping it will help others with the same situation.

just go with the $255 to be on a safer side. That's what I did and I was approved for a 2 year closed work permit

if you are employment restricted, you can't apply BOWP. You have to go with Closed WP LMIA-exempted
