Ok, this was weird but finally I got my AOR.

So, this is what happened. I called IRCC 2:30pm to inquire how come I have not received AOR yet but since there was long hold, I requested call back in 30 mins. Then in that 30mins I log in to my CIC account to link my wife application (I submitted form that I am her rep). I was able to found her application with proper info (remember I have not receive AOR yet), now as soon as I link her application, which 10mins I receive AOR on my email, however they never call me back that I requested as if they knew I was calling about that.

I am not able to find her OWP application yet, anyone from November 2019 inland able to link or no?

When you try to link your account follow these steps:
Use application number and Family name
Passport details (number, issuing and expiry dates)
Number of applicants (including the sponsor, main applicant and children if any in the application)
Where the applicant intend to live in Canada (your answer should match same as in the application)

This is a successful way to link your application to your account. I found it somewhere here and summerized it.

It was on Nov 10. I tries few ways to link OWP but it cant find it. But from 2019 Inland Nov spreadsheet no1 has update it if they were able to link OWP

Must be the same person that handles all the applications coming of the truck there. That;s who signed mines as well on the 5th of December haha.
Got email from CIC on Jan 10, 2020 saying that they are in process with my application!

FOR linking OWP:
Do not use Application number that you got for PR process. OWP number is different.
USE the option UCI and last name option. UCI is the document number that is on the VISA stamped to your passport.
Secondly, when you start the process, the first option is to say temporary permant residence, then work permit and extention and follow the rest of the details appropriately.

Thanks! This helped. I was finally able to link my PR application to the account. The gotcha for me was the number of applicants.

Question: I had applied for PR + OWP.

Is my OWP application a separate thing that I have to add to my CIC account?

There's no option called Temporary Permanent Residence, only Temporary Residence. Tried that and it didn't work.

When should I be able to link my OWP? Should I be expecting a separate email for that?

Is there are more detailed guide somewhere?

I did not include an NOA but I included a letter explaining why it is not included (I did not file last years taxes because I was not working and living overseas.)
My package was not sent back so I’m assuming they accepted my explanation.
I understand that my situation is different than yours. But I just wanted to add a reply so people know that in some circumstances you do not need to submit an NOA if you provide adequate explanation as to why you haven’t.
thank u for posting this...mine is the same scenario. Quick question here - did u send the NOA post filing, if so after how many days of sending your package. i have filled my applicatio in January'20 hence curious :)

Ya i tried many ways but it wont work. I think none of Nov applicant is able to link. It seems like its may take few week from timeline in excel.

Hi there, I accidentally omitted my NOA and my package was returned to me 2.5 weeks later. I’m not sure if your NOA will be accepted after the fact or not but usually if people’s packages get returned incomplete it is around 2.5-3 weeks later so wait and see.
