The instruction in my COPR says "If you have a Confirmation of Permanent Residence (CoPR) document in-hand, please send it along with one photo that
meets our photo specifications to the address listed above." I am not sure why this conflict. Could you please double check your COPR?
 
I contacted IRCC via the webform for an update on my application and got the following in return, what does this mean?

Congratulations to all of you who got their COPR. I have a question, if any one you who has received the COPR, has the scenario that they are in Canada and their Work Permit is valid but their Visa is expired. Thanks!
Yesterday, I got CoPR without visa. Mine work permit was renewed recently but didn't apply for Visa as I was not travelling outside of Canada(Although Last time in 2018 I got workpermit and visa as well). So there is no need to worry about.

I believe the confusion is because if you see the instruction for taking photo in the next page, it mentions about 2 photograph.

PERMANENT RESIDENT PHOTOGRAPH SPECIFICATIONS
TAKE THIS SPECIFICATION SHEET WITH YOU TO THE PHOTOGRAPHER
 You must provide two (2) identical and unaltered photographs
 
I believe the confusion is because if you see the instruction for taking photo in the next page, it mentions about 2 photograph.

I think, That is the generic photo instruction for PPR. Usually when they send PPR we will be sending 2 photos with passport. In our case, we already got CoPR. So I think only need to send one photo

Hi Katie,

Same response that I received too. It more or less means that we have passed everything required, but we probably won't hear anything about PR until they have arranged how & when we can land in Canada. Its frustrating, but at the same time good too, as we should be fine to receive PR as soon as this happens.

Are you FSW, CEC, or PNP? And are you based in Canada already? Please advice wanna know because I am Inland based in Canada with AOR 2 Nov and haven't received anything like a COPR, Call or email and my file is approved. Thanks.
Yes based in Canada on work permit. FSW
