Yes sometimes an appeal to OERC is required because apparently Service Ontario doesn't understand its own rules well. It's always 3 months residency but you don't need to have PR to start counting those 3 months. For inland applicants it's AIP, there's a whole thread in the Health section about how to appeal if you're denied when you apply after AIP.
You can still apply for OWP even if you applied for visitor visa, you don't have to wait for the visitor visa to get accepted
really? i didnt know that. because it says you need to have a valid temp visa in order for you to be eligible for spousal owp.
you need to be in status (visitor or student, worker, implied) and the visitor visa that you applied for gives you implied status after jan 31
You don't need to wait for acceptance of visitor visa, you can apply for OWP and tell them in writing that you applied for visitor visa to stay in status so you would be eligible for OWP

I haven't received MR yet eventhough my application was received on Nov 14 and I got AOR on Dec 21
I think they work randomly and it all depends on the officer and how many files he/she is working on
Your application is on the right track since you received your AOR in one month which was faster than many people who applied in November, and you got your medicals in the next month after receiving AOR so hopefully your OWP is on its way coming very soon
