I assuming this is the Sponsorship Approval, right?

Unfortunately its up to CIC where to send your app, if your husband is from India then it makes sense for them to send it there. Unless you get called for an interview it shouldn't affect you negatively.

I've been looking everywhere for the number to call CIC and speak to someone. But all I can find is the automated system. Does anyone have the right number? Thanks

I do not believe that she would be eligible for OHIP with that. Call 1-800-387-3445 and they can answer your question
