After receiving SA your application will be sent to the the VO abroad that corresponds to the specific application. Some applications go to Ottawa and others stay in Mississauga, depending on the specific circumstances. In the SA email (or letter) you will be notified where your application will go for Stage2.
After that, it is all a great adventure... anything could happen! The respective VO will try to establish the genuineness of the relationship and they will look into all the paperwork submitted. Some applicants will be asked for more documents, new forms, new medical, or more supporting documents, .... other applicants are fine and they are not requested anything. If everything goes ok eventually (time frames are different for different VOs) applicant will be asked for his/her passport. If the passport is from a visa exempt country, they won't need to send the passport, just copies. In the meantime ECAS will or will not be updated, but usually getting "In process" is a good sign as it shows they are working on the file. "Decision Made" is definitely a sign you will be hearing shortly about the outcome of your application.
